REGULAR MEETING TO ORDER Planning and Zoning Vice Chairman Gary Spraggins called the regular meeting of the Planning and Zoning Commission to order at 7:00 P.M.. DISCUSSION/ACTION
MINUTES OF REGULAR MEETING HELD 9/20/04 A motion was made by Roy Pelton and seconded by Pamela Clayton to approve the Planning and Zoning Meeting Minutes of October 18, 2004. Motion carried, all voting aye. DISCUSSION/ACTION
FINAL PLAT HOPKINS COUNTY INTER-MODAL: A motion was made by Roy Pelton, seconded by Commissioner Pamela Clayton to approve a request by Hopkins County to plat the property located on the East side of Texas St., South of I-30, being further described as Lot 16-13, Block 218 into one lot. There would have to be a Community Facilities Contract in place before the plat would be filed. Motion carried, all voting aye. DISCUSSION/ACTION ZONING CASE 041101 A motion was made by Roy Pelton and seconded by Craig Roberts to approve request by Hopkins County/Cletis Millsap to rezone property located on the East side of Texas St., South of I-30, Lot 1, Block 1 from Single Family 6 (SF-6) to Heavy Commercial. Motion carried, all voting aye. DISCUSSION/ACTION ZONING CASE 041102 A motion was made by Pamela Clayton and seconded by Craig Roberts to approve request by the City to rezone property located North side of Medical Plaza, South of Medical Circle, East of Medical Drive and Church Street being further described as Block 409-2 from Multi-Family (MF) to Professional Office (PO). Motion carried, all voting aye. DISCUSSION/ACTION ZBA CASE 041101 A motion was made by Gary Spraggins and seconded by Roy Pelton to approve a request by Owner/Don Teigiser for a Special Use Permit located at 930 Main St being further described as Lot 2, Block 24-1 to place a movable storage container for storage of telephone equipment and parts. Motion was denied by all voting nay. The Commission and their recommendation was sent to the Zoning Board of Adjustments. DISCUSSION/ACTION ON PROPOSED AMENDMENT A motion was made by
Gary Spraggins and seconded by Roy Pelton to approve a request for a
proposed amendment to Ordinance #2050; Article 15 Section 15.201
regarding fencing in Heavy Commercial Zoning by making the owner put up
a masonry fence if they are within 50 ft. of a residential area.
The Planning and zoning commission preferred the clear boundary
of a property line adjacent to as the defining point as to when and
where the masonry fence should be built.
There are concerns regarding the 50ft. when it comes to crossing
roads, alleys, additions to the building, etc.
Motion was denied by all voting nay. ADJOURN: A motion was made by Gary Spraggins seconded by Roy Pelton, to adjourn the regular meeting of November 15, 2004 at 7:55 P.M.. Motion carried, all voting aye.
