The Comprehensive Plan is the official policy document of the City that establishes a preferred vision for the future for the next 20 to 50 years and identifies what the community aspires to become. It is used as a general guide in the decision making process for development projects in the City by directing and coordinating growth within the community. The plan also establishes the legal basis for zoning and land use regulations in cities. A comprehensive plan creates a number of goals and objectives for the city to achieve its vision and typically addresses the following areas of a community:
- Directs physical growth
- Ensures adequate infrastructure and services
- Ensures social needs are met
- Enhances the quality of life
- Achieves a common vision for the future
- Establishes the legal foundation for ordinances
- Plans for areas within the City as well as the Extraterritorial Jurisdiction (ETJ)
The City has initiated the process of updating the Comprehensive Plan for 2017. The current Comprehensive Plan was last updated in 2002. The City has contracted Ian Lockwood of Toole Design Group to aid the City in the process of updating the plan. During the week of May 22nd, 2017, Ian and his team lead the City with a four day charette process which involved intensive stakeholder meetings and sessions to generate a vision for the future of Sulphur Springs.
Provided below are two presentations that were provided to the public. May 22nd, was the kickoff presentation to set forth the agenda for the week along with some initial input received through online surveys (600 responses). May 24th was the presentation that Mr. Lockwood and his team presented at City Hall of his initial findings from the week.
