The City of Sulphur Springs is located within (and is the seat of) Hopkins County, in the State of Texas. The city is located 80 miles East of Dallas, 100 miles West of Texarkana, 65 miles North of Tyler, and 40 miles South of Paris.

Water

Water Sources
The City of Sulphur Springs has two sources of raw water. Cooper Lake -- the city's main water source -- is located twelve miles north of town.  Lake Sulphur Springs -- the city's backup water source --  is one and one half miles northwest of the city. Water is pumped from pump stations located at each surface impoundment to the water treatment plant. The primary source of raw water is through the newly constructed twelve mile water line from Cooper Lake.  A new one million gallon water tower has been constructed and is located south of Lake Coleman near Interstate 30.

Water Treatment
Water Treatment is accomplished at the city's 10 MGD plant located on Highway 19 on the west side of town. The Sulphur Springs Water Treatment Plant was built in 1966 and expanded in 1980 and 1985. It is a conventional clarification plant consisting of two 1.5 MGD modules, one 1.0 MGD module, and two 3.0 MGD modules. Polymers are used as a flocculation aid before the water is clarified and filtered. Taste and Odor Control and Disinfection is accomplished through the use of activated carbon (summer months if needed), Chlorine Dioxide, Chlorine, and Chloramines. Finished water is stored in two underground clear well with a total capacity of 3 MG.

Water and Sewer Distribution
Water Distribution is accomplished through 127 miles of water mains which distribute over a billion gallons of water per year. Fire Flow is maintained by a network of looped 12 inch mains and four elevated towers holding 2,500,000 gallons. Fire Hydrants and water meters are also maintained by the distribution department.

Rural Water Supply Corporations
Rural water systems in Hopkins County purchase treated water from the city. Demand from the rural water systems comprises 1/3 of the total water treated.

Wastewater

Sewer Collection
Wastewater is collected for treatment through 112 miles of sewer mains and five lift stations. Our sewer collection system is maintained by the Water and Sewer Distribution Department.

Wastewater Treatment
Treatment is accomplished at one 5.4 MGD wastewater facility with a three MG equalization basin located on the east side of town. The facility is a complete-mix, mechanically aerated, activated sludge plant with primary clarifiers and tertiary filters. Sludge is aerobically digested and further stabilized in sludge storage basins before being dewatered in the belt press. Treated wastewater is disinfected with chlorine, then dechlorinated before discharging to Rock Creek. The city presently meets biomonitoring requirements and some of the strictest discharge limits in Texas.

Biosolids are beneficially reused at registered land application sites in Hopkins County.

 

Sanitation / Trash Collection

Trash collection is included in your City bill each month.  The City of Sulphur Springs contracts out for Solid Waste Disposal. Collection days are determined by your address, and take place twice weekly.  When collection days fall on a holiday, there will be no collection that day. Trash must be in bags and placed at curbside.  Plastic garbage bags are available at City Hall and both fire stations for $8.00 per roll. You will be notified of your collection days when you pay your city deposit for water and refuse disposal services.  Contact City Hall at 885-7541 for information.


Lakes

Coleman Lake is a 40 acre-ft lake located on Main Street. Coleman Lake was built in 1923 for a water supply, and is now in use for recreational use only as an integral component of Coleman Park. Lake Sulphur Springs is an eighteen hundred acre lake with boat dock, softball field and recreational area. Cooper Lake is located 10 miles North of Sulphur Springs and supports one of the newest and largest state parks in the area

The Community Development Department is responsible for operating an on-going planning, zoning, and development control program. The Community Development Department is responsible for the use of land and the subdivision of that land both within the corporate limits of the City and its extraterritorial jurisdiction. The Department provides long-range and short-range planning input for the consideration and use of the City Council, the Planning and Zoning Commission, the Parks and Recreation Commission, the Zoning Board of Adjustment, and other City divisions, departments, and administrators. The Department also administers the zoning and subdivision regulations, the engineering operations and functions, construction and health inspections, and code enforcement.

The Inspection Department includes a Building Inspection Department and a Code Enforcement / Health Inspections. The primary responsibility is the protection of the publics health and safety. The Inspections Department insures compliance to the established Building Codes and City Ordinances pertaining to construction. Building permits are required for all construction other than minor construction. The Code Enforcement / Health Inspector's responsibility is to assure a clean and safe dining experience through regular inspections and permitting of all establishments that prepare and serve food to the public. Other responsibilities include code enforcement regarding junk vehicles, trash, debris, substandard structures, and other safety issues as needed.

The Engineering department is responsible for the design of water, sewer, streets and drainage improvements. flood plain management, and zoning and utility mapping. The Streets Department maintains drainage ways, street signs, and over 82 miles of roads within the city limits. The Department also maintains the grounds for a large majority of the city facilities such as City Hall, Service Center, Library, Airport, Lake Sulphur Springs Spillway, Coleman Lake Spillway, etc. The Street Department maintains the open drainage channels throughout the city such as Town Branch and many of their tributaries. During and following storm related activities, the department is the first and main resource implemented to respond.

The Capital Construction crew performs the majority of the Capital Improvements Projects. The emphasis is on sewer main repair and replacement followed by street improvements and waterline replacement/repair. Some streets are scheduled for reconstruction while others are scheduled for overlays. The water line replacement entails replacement of lines under streets proposed for reconstruction, replacement of undersized lines in areas of growth and replacement of fire hydrants and water lines in substandard condition.

The Maintenance Department is responsible for maintaining the City of Sulphur Springs fleet and performing preventative measures to ensure our fleet is safe with a minimal amount of down time.


 

General Street Specifications
Current residential street specifications call for 2" HMAC on 7" Crushed Rock or 5" RPCC and commercial specifications call for 3" HMAC on 8" Crushed Rock or 7" RPCC. Lime stabilized subgrade is required when the PI is above 12.

General Utility Specifications
Current water main requirements follow the State Fire Insurance Board Guidelines for Fire Protection. Mueller Fire Hydrants are generally spaced every 600LF in residential developments and every 300LF in heavy commercial/industrial areas.
