CITY OF SULPHUR SPRINGS PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES March 20, 2006
Present: Bryan Baier, Gary Spraggins, Pamela Clayton, Craig Roberts Absent: Roy Pelton Staff: Johnny Vance, Director of Community Development, Audine Turman, P&Z Secretary, Jennifer Graham, Admin. Assist. Others: Carl Bryan, Chris Brown, Phil Smith, Jane Smith, Paul Carter, Chad Cable
CALL WORKSHOP MEETING TO ORDER: Planning and Zoning Chairman Bryan Baier called the workshop to order at 6:35 p.m. for the discussion of the Annexation Plan. Staff presented the Commission with the numbers concerning the percentage of acres to be annexed and the number of families impacted. Also presented was the Hwy. 11 bypass and how it is tied to the proposed areas to be annexed. There was discussion about creating a proposed plan for annexation after the current plan was put in place. The Commission requested information concerning the new proposed water and sewer plans for future annexation to occur.
CALL REGULAR MEETING TO ORDER: Planning and Zoning Chairman Bryan Baier called the regular meeting of the Planning and Zoning Commission to order at 7:00 P.M.
DISCUSSION/ACTION REGULAR MEETING MINUTES OF FEBRUARY 20, 2006 A motion was made by Gary Spraggins and seconded by Pamela Clayton to approve the meeting minutes of February 20, 2006. Motion carried, all voting aye.
DISCUSSION/ACTION FINAL PLAT LOTS 4R-1 4R-2, BLOCK 116: A motion was made by Pamela Clayton and seconded by Gary Spraggins to approve a request by Jeff Carpenter to replat a portion of Lot 4, Block 116, located on the North end of Airport Rd. on the West side East of the runway, into two half acre lots. Motion carried all voting aye.
DISCUSSION/ACTION FINAL PLAT S.S. HOSPITALITY ADDITION A motion was made by Craig Roberts and seconded by Pamela Clayton to approve a request by Owners James and Karen McMahan to replat property on Industrial Drive., being further described as a portion of Lot 7-01, Block 214 into Lot 7-01R, Block 214 for the purpose of constructing a hotel, Holiday Inn Express. Motion carried all voting aye.
DISCUSSION/ACTION ZBA CASE NO. 060301 A motion was made by Gary Spraggins and seconded by Bryan Baier to approve a request by Owners James and Karen McMahan for a Special Use Permit for property located on Industrial Dr., being further described as Lot 7-01R, Block 214, for the purposed of constructing a hotel, Holiday Inn Express. Motion carried all voting aye to send to the Zoning Board of Adjustments with recommendation for approval.
DISCUSSION/ACTION FINAL PLAT LOT 1R, BLOCK 46: A motion was made by Craig Roberts and seconded by Pamela Clayton to approve a request by Owner Jane Smith, contingent upon a Community Facilities Contract for water main installation, to replat property located on the corner of Oak Ave. and Fuller Street, being further described as Lots 49, & Pt. of Lot 1, Block 46 into one lot for the purpose of constructing an office building. Motion carried all voting aye.
DISCUSSION/ACTION FINAL PLAT CABLE ADDITION: A motion was made by Pamela Clayton and seconded by Gary Spraggins to approve a request by Owners Chad and Mary Cable to replat property located on the West side of Gilmer and East side of Davis Street, being further described as Pt. of lots 13 & 14, Block 7, into one lot. Motion carried all voting aye.
DISCUSSION/ACTION FINAL PLAT LOTS 17R-1, 17R-3 & 17R-3, BLOCK 102: A motion was made by Gary Spraggins and seconded by Craig Roberts to approve a City initiated Right of Way acquisition for property located on the North end of Mark Street, South side of the Railroad Track, being further described as Lot 17, Block 102. Motion carried all voting aye
ANY OTHER BUSINESS: Johnny advised the Commission that at the next meeting there would be a zoning case on the agenda.
ADJOURN: A motion was made by Craig Roberts and seconded by Pamela Clayton to adjourn the meeting of March 20, 2006 at 7:15 P.M. Motion carried, all voting aye.
