SPECIAL MEETING OF THE

CITY COUNCIL

Mayor Clay Walker called the special meeting of the Sulphur Springs City Council to order at 12:09 p.m.  The following council members and staff were present:

PLEDGE AND INVOCATION

Councilman Williams led in the pledge of allegiance and Councilman Garry Jordan led the invocation.

 

CONDUCT A PUBLIC HEARING FOR THE PROPOSED TAX INCREASE

The City Council conducted a public hearing for the proposed tax increase.  There was no comment by the public once it was explained that the City of Sulphur Springs is not raising taxes.  The public hearing was closed.

 

DISCUSSION/ACTION TO CONSIDER BIDS AND AWARD OF CONTRACT FOR THE LAMAR SEWER BORES CAPITAL IMPROVEMENTS PROGRAM PROJECT

Director of Community Development Johnny Vance presented the staff report stating this project replaces an existing sewer line from Lamar Street to Jackson Street.  Two areas of the project were better suited for trenchless installation so we advertised for public bids to bore these two sections.  The bids were opened August 19th.  We sent bid specifications to five companies and received one bid from Sisk Utilities for $33,250.00.  Boring would typically be less expensive than pipe bursting.  However, we currently have a contract with McKinney & Moore for pipe bursting on another project in the city.  They have proposed if this project can be done in conjunction with their current city project they can bring it in for $26,250.00.  Staff recommended rejecting the bid and staff would enter into agreement with McKinney & Moore.  Councilman Jordan made a motion to reject the bid and enter into agreement with McKinney & Moore.  Mayor Pro Tem Taylor seconded the motion and the vote was unanimous.

 

VISITORS/PUBLIC FORUM

Finance Director Peter Karstens spoke with the City Council about the permit fees and the possibility of changing the water cut-off dates on the water bill.  People get up to three months behind and sending out cut-off notices instead of increasing the deposit would be preferable.  The City Council requested Mr. Karstens gather additional information and present it to them.

Councilman Crouch stated that Woodbridge Addition had certainly been beautified by the waterfall that was recently built.

 

ADJOURN

Councilman Powers made a motion to adjourn at 12:27 p.m.  Mayor Pro Tem Taylor seconded the motion and the vote was unanimous.
